Mayor Forms Core Team to Carry Out Long Term Plans

One of the most common problems among the local government is finishing the projects left by the past administration when a new set of officials come in.

In most places around the country, the actions taken depend on the mayor. Priorities usually change if there are newly elected officials.

But Baguio City Mayor Reinaldo Bautista is now confident that unfinished projects will still be pursued through the Administrative Order (AO) Number 3, series of 2009.

AO Number 3 is the creation of a core team that will initiate, review, propose amendments and draft an updated City Land Use Planning (CLUP), Medium Term Development Plan (MTDP), Local Development Investment Plan (LDIP), Annual Investment Plan (AIP) and other similar plans.

The AO is in accordance to the Department of Interior and Local Government unnumbered memorandum on July 2, 2007.

The core team is composed of the following members: Chairman Reinaldo Bautista (City Mayor), Focal Person Daniel Fariñas (Vice Mayor), Evelyn Trinidad (DILG), Leticia Clemente (City Budget Officer), Jose Dacawi (Human Resource Management Officer), Cordelia Lacsamana (City Parks Management Office ), Arturo Orig (City Planning Office) and Ronald Perez (Secretary to the Mayor). The members of the core team were chosen based on their expertise.

According to the AO the core team shall perform the following functions:

* Initiate the preparation of all activities relative to the  abovementioned subject matter.
* Monitor the finalization and updating of the City Development Plan (CDP) based on the enhanced guide to CDP preparation and updating of the sourcebook on Rationalized Local Planning System.
* Convene the City Development Council as necessary in the entire process.
* Cause the formulation of the amended CLUP, MTDP, LDIP and AIP for 2009 and 2010 and every year thereafter.

The core team will review the CLUP, MTDP, LDIP, AIP and similar plans to ascertain their relevance and appropriateness under current situations and prevailing conditions of the city as part of the planning process. The core team will do the framework first before it will be carried out.

Focal Person and Vice Mayor Daniel Fariñas said that the core team will be a driving force to initiate the activities and programs and to make the actions faster. The core team will ignite the movement for faster updates on the City Development Plan (CDP).

Fariñas added that what is not implemented will be picked up by the next officials. The core team will be independent to whoever will be seated in the office. In this way, government officers and agencies are already ready for what direction they would take. The core team will set plans for the whole term until the term ends on June 30, 2010.

“It is the beauty of coming out with a plan so that it will not be the desire of one leader alone but it will be the commitment of everybody. It should be directed towards the development of the city . It will be more of city concern and the welfare of the people”, Fariñas added.
